Can room climate affect milk (not) foaming?

Hi Caffeinistas, I have a weird question. I have a manual foamer (that little pot with a mesh thing in it that you pump up and down) and the Steamer on my La Pavoni espressomachine.

Since moving to my new house, I haven’t been able to make proper foamed milk with either! It foams a little bit but never thoroughly. I tried different milk. I tried smaller milk pots. Nothing. The only thing that does foam ok is cold milk in the manual thingy, but I mean – cold cappuccino? Nah…

Now I have this weird thought that it may be the house. You know how they say the weather affects whipping cream? Something like that? The house is pretty new, and massively insulated (low energy house), and with pretty dry air. I don’t know. Could this be it?
