Why can’t I get any flavors from my light roast pour over?

I've been struggling to pull the flavors out of my light roasts and I'm not sure why. I feel like I'm doing everything right and have the right gear, but every cup falls short for me.

Here's my gear/coffee (in pics as well):

Fellow ode grinder with SSP burs (grinding between 4 and 5 typically — see photos for grind size, v60 dripper, fellow electric kettle

the coffee I'm currently using is a light roast from small planes. To get better flavor out of the beans, I'm using purified water with Third Wave equivalent mineral packets.

recipe is 25g coffee, 417 water, with 206-210 degree Fahrenheit water. Bloom period followed by 2 equal pours

I've tried grinder finer and it gets choked up near the end.

Any tips are appreciated!
