Slipping burr on manual coffee grinder

Being a long time user of an electric blender for grinding coffee beans, I've finally made the jump to a manual burr grinder to try and achieve more consistency and eliminate the heating effect.

I found a decently priced burr grinder a few weeks ago that was a step up from all the plastic / pressed sheet steel burr grinders, however, after a few uses it barely functions.

The problem is that the outer ring of the burr spins freely within the outer shell, and the only thing that would stop it is the clamping force of two pieces of the outer shell, but these seem to clamp shut before they can put enough pressure on the burr.

The only solution I can think of would be a very thin shim to mate with the edge of the outer burr ring to raise it enough to touch both halves of the outer casing before they meet with themselves, but the fact it was made to such tight tolerances makes me wonder if the decision to not have a keyed outer burr is a safety feature to prevent damage when jamming?

There's no detailed teardown schematic since the manual doesn't recommend dismantling it, but is this a common assembly method for burr grinders or should the static components be all be mechanically locked rather than friction locked?
