minimum dose size?

problem with grinder or espresso machine?

For a couple months now i've notice that my shots have been pulling really fast (around 10-15s with a 5s pre infusion). I have my grinder ( rancilio rocky) at the finest grind setting i could get it, as i thought that i just need to grind finer and its still really fast. Recently, i just bought the 1zpresso x-pro grinder as i thought i would be able to grind finer with it. I was able to get fix my shots ( 25-30s with pre infusion) but i had to set the settings in the 1zpresso to the 2nd notch, just at the line of a turskish coffee setting thats stated in the website of 1zpresso, way below their recommended setting for espresso setting.

So is this a grinder problem or is this a espresso machine problem?

For some clarifications: i have a ranvilio silvia thats set to 9bars My portafilter is basket is ims 18g ( i mention this because ive seen in previos post that you might need a finer grind setting for this basket but im still unsure whether its because of the basket or the other 2)
