How is the coffee/water ratio determined?

I use the Hario switch to brew my coffee and am trying to reduce my caffeine consumption. Hence I would like to brew smaller cups of coffee. I am currently using 10g of coffee with 160g of water. (1:16 Ratio) I am wondering if there is a minimum amount of coffee...

How is the coffee/water ratio determined?

Seems simple right? Total water divided by total coffee. But what happens to the water that doesn’t make it to the coffee? Today I had 45 grams for coffee and 5 grams for the filter. At the end, my filter weighed 130 grams. So that’s 80 grams of water trapped in the filter or almost 1.8 times the coffee I put in. So if I’m trying for a 16:1 ratio I end with basically 14:1.
