Flat White – Varience in sizes?

Does anyone else find flat whites are so hit or miss on the size of them?

My favourite coffee shops are small indipendant shops, these always deliver a flat white as you would expect. A small sized milky drink with a nice strong flavour.

Other coffee shops either deliver a watered down version of a flat white with little flavour. Or the likes of the bigger chains such as Costa provide what can only be described as a small to medium latte. To get anything which resembles a flat white in Costa you have to order a cortado.

Hotel Chocolate did give a small flat white ad expected, and they said "it's European size so its a small size" is this OK?

Is there really two types of flat white? Such as a european version and non euro version?

Or is it common to have huge variance in sizes?
